Major problems due to landslides on the Heraklion-Mires road network

Due to continuous and intense rainfall and snowfall in Crete, landslides on main road arteries, such as that from Heraklion to Mires and from Heraklion to Arkalohori and Vianno, take place every day.

This has caused major accidents involving passenger vehicles as well as public use vehicles which transport agricultural and livestock products to the rest of Greece or to other European countries.

In particular, as far as the Heraklion-Mires road network is concerned:

(a) special geotechnical interventions must start immediately;
(b) the existing study, which provides for the alignment of the road at specific dangerous spots, must be implemented;
(c) the new bridge in the area of Siva must be built, based on the study that has already been completed.

In view of the above, will the Commission say:

Does it intend to cooperate with Greek authorities, so that measures are taken to repair the aforementioned damages to the Heraklion-Mires road network, as well as plan specific improvement works?

Answer given by Ms Creţu on behalf of the Commission

As regards the European Structural and Investment Funds, in accordance with the shared management principle, the Commission does not intervene in the selection of projects. This selection comes under the competence of the national authorities, provided that their choices are in line with the principles laid down in the programming documents adopted in consultation with the Commission, and that they comply with current legislation. Consequently, it is up to the Greek authorities to decide on EU co-financing for any project intending to repair infrastructure damage caused by natural disasters.

For the 2014-2020 period, under the thematic objective ‘Promoting climate change adaptation, risk prevention and management’, the regional programme ‘Crete’ and the national programme ‘Transport, Infrastructure, Environment and Sustainable Development’ envisage the co-financing of climate change and risk prevention measures, provided that they are in line with a national or regional risk assessment, which constitutes an ex-ante conditionality for the granting of financial assistance.
